I have been using there service for 10 months now. Registration process is very easy and doesn't requires credit card details. Cpanel is very easy to use and have lot of options to choose from. Customer support is good. So far I have not faced any downtime. I am using free hosting account from then its sufficient for small web applications.

You can purchase domain name from them but I will suggest to get it from another provider as even after discount I found hostinger price of domains were more then other providers.

Best thing they don't have annoying ads, which will be there for other free hosting services.

So if you are looking for a free PHP hosting I will highly recommend Hostinger. Its free, ads free and very reliable.
